Megumi Kitaniji, the Conductor in the original game.
The Conductor is the Composer's second in command. The Conductor carries out the Composer's missions, and delivers messages from the Composer to the Reapers. The Conductor is primarily responsible for conducting the Reapers' Game according to the Composer's rules, and managing the affairs of all Reapers in the Game.
Duties
The Conductor serves as the Composer's representative, transmitting orders from the Composer to the Reapers. Their respective roles are analogous to that of their musical counterparts: just as a composer writes music and a conductor interprets and communicates that music to the orchestra, so does the Game's Composer create plans, orders and rules, and it falls to the Conductor to give those directives to the Reapers and ensure they are followed. He can also serve as a last line of defense, as he guards the entrance to the Composer's lair.
In the event of an Inversion, the Conductor is traditionally invited by the Angels to ascend to the Higher Plane.
Abilities
Among the UG denizens, only the Composer is considered more powerful than the Conductor. He possesses lesser versions of most of the powers held by the Composer.
- Can communicate with the Composer.
- Acts as the absolute authority in the Composer's absence.
- Selects a Game Master if they require a proxy for a given week.
- May admit new Reapers without consulting the Composer.
- If the existence of the UG is threatened due to the events of the Game, the Conductor can override the Composer's rules with an Emergency Call.
- Authority over all other Reapers. As the Composer rarely (if ever) gives orders to most Reapers, high-ranking Reaper officers answer to the Conductor, and meet with him to receive their orders.
It is important to note that the Conductor cannot restore Players to life.
Achieving the Rank
While it is never revealed how one achieves the position of the Conductor, it is assumed that the Composer typically hand-picks him or her out of the Officer-rank Reapers; Mitsuki Konishi's request that Sho Minamimoto make her Conductor if he should achieve Composer status supports this. The current Conductor at the time, Megumi Kitaniji, was erased by the time limit at the end of their Game with the Composer, leaving the position of Conductor open.
In this situation, there were no officers left to take the position so a lower-ranked Reaper may temporarily step into the position of an acting Conductor (and, by extension, Game Master) until a qualified Reaper appears. A presumed example of this is how Uzuki Yashiro was the acting Game Master prior to NEO: The World Ends with You until Shiba Miyakaze took over from her.
